Dr. Traci Young Cooper, Director of Richland County School District One’s Office of Extended Day Programs, is an experienced, secondary educator with both classroom and administrative experiences at the school, district, and state levels. In 2002, Dr. Cooper held the distinction as South Carolina’s State Teacher of the Year and represented the Palmetto State in the National Teacher of the Year competition. An ardent and zealous advocate for public education and youth development programs, Cooper served two terms as a member of the John and James Knight Foundation Community Advisory Board; a taskforce convened to support and devise inner city, afterschool programs for middle school students.  Her advocacy for youth development programs lead to Cooper’s current position where she oversees the school district’s Comprehensive Remediation, 21st Century Community Learning Centers, Athletic Tutorial, PROJECT ACT (a youth obesity-prevention), John and James Knight Foundation Arts-Infused, and Afterschool Childcare Extended Day Programs.

Under Cooper’s leadership, she has raised district, local, and state recognition and awareness of afterschool programs by expanding the District’s repertoire of Extended Day Programs, implementing a middle school (academic) Extended Day Summer Program, seeking and retaining afterschool grants, establishing an annual, Afterschool Convocation to celebrate afterschool programs, and sponsoring annual Lights On Afterschool events. Cooper has participated annually in the National Afterschool Alliance’s Challenge in Washington, DC.

Cooper serves on a wide-array of Executive Boards including the South Carolina Educational Television (SCETV) Endowment Board of Trustees, EdVenture Children’s Museum Board of Trustees, University of South Carolina Alumni Association Board of Governors, and the City of Columbia’s KOBAN Columbia Board of Trustees, an afterschool enrichment program.

Mary O. Stover
Ambassador for the A+ Afterschool Program

Mary O. Stover, Ambassador for the A+ (Advantage) Afterschool Program is a retired teacher of English of 34 years with Richland County School District One.  Since her retirement, she has further served the district as a test coordinator at W. A. Sanders Middle School and C. A. Johnson Preparatory Academy respectively.

Before Mrs. Stover’s retirement, she worked as a teacher of English at Columbia High School, Richland District One for 24 years and as a South Carolina Teacher specialist at Timmonsville High School in Florence County, C. A. Johnson Preparatory Academy, Richland District One, and Fairfield Central High School in Fairfield County, South Carolina.

Mrs. Stover’s began her career at St. Frances Xavier Junior High School in Washington, District of Columbia and Northern Senior High School in Owens, Maryland.

One of her proud, professional achievements is her award of Richland County School District One’s Teacher of the Year in 1999-2000. She believes to be recognized by one’s peers is an unforgettable treasure.

She is the wife of Mr. Rufus Stover. They are the proud parents of three children and four grandchildren.

Coretta McGill
Coordinator, Office of Extended Day Programs

Ms. Coretta McGill, Coordinator in the Office of Extended Day Programs, has been employed with Richland County School District One since 1992. She began her education career as a reading readiness teacher at Lyon Street Elementary School. During her years as an elementary school teacher, Ms. McGill also taught first grade. Her last two years at Lyon Street, she taught second grade.

Ms. McGill later became the Project Manager for FOOTSTEPS…Growing Up In Richland One, an early literacy program designed to assist parents in becoming their preschool aged child’s first best teacher. She is certified by the Parents As Teachers (PAT) National Center in their “Born to Learn” Curricula for Birth to three years, 3 – 5 years, Issues in Working With Teen Parents, Supporting Families of Children with Special Needs and Program Supervision. Through this process, Ms. McGill, partnering with the Greater Columbia Literacy Council started the “Books and Breakfast” Program in the district at Edward E. Taylor Elementary School. In the middle of the first year, we increase to two schools, and by the end of the third year the literacy program was in eight of our elementary schools. Ms. McGill spent seven years working with families of preschool aged children in the district. Ms. McGill has been in the Office of Extended Day programs since September 2007 working directly with the Afterschool Childcare, Athletic Tutorial, and Project Act Programs.

Ms. McGill holds a Bachelors of Arts in Interdisciplinary Studies in Elementary Education and a Masters degree in Special Education from the University of South Carolina. She is also certified in Early Childhood Education. In June of 2007, she received her Educational Specialist degree in Administration and Supervision from Converse College. Ms. McGill is currently in the districts Aspiring Administrator’s Program offered through the Office of Professional Development.

Ms. McGill has served her community and her country as a proud member of the South Carolina Army National Guard for more than eighteen years. Currently, she is the Executive Officer for the 1050th Transportation Battalion in Newberry, South Carolina.
